California reaches new record clean energy milestone

California has hit a new record for clean energy.

Solar, wind, hydropower and other carbon-free sources made up 67% of the state’s retail electricity supply in 2023, the most recent year that data is available, according to new statistics released Monday by the California Energy Commission.

The total is an increase from 2022, when it was 61%. And it exceeds the prior record of 64%, set in 2019.

Under a state law signed by former Gov. Jerry Brown in 2018 aimed at reducing air pollution and greenhouse gas emissions that are contributing to climate change, California is required to reach 100% renewable and carbon-free electricity by 2045.

Solar, wind, geothermal, large hydropower, biomass and nuclear energy are allowed to count under the law.

The new milestone comes as renewable energy is facing several headwinds. Earlier this month, Republicans in Congress passed and President Trump signed a bill that removes and reduces many of the tax breaks, federal grants and other incentives that were put in place by President Biden for states, private companies and homeowners to expand renewable energy and electric vehicles.

PG&E unveils first 100% renewable remote power system at Pepperwood Preserve

Pacific Gas & Electric Co. and Pepperwood Preserve unveiled the state’s first fully renewable, stand-alone power system at the nonprofit group’s remote site in the Mayacamas Mountains on Monday — part of the utility’s push to eliminate last-mile distribution lines from especially fire-prone areas.

The new remote, solar-powered system is owned by PG&E and will allow the utility to remove nearly three-fourths of a mile of overhead distribution lines that cascade down a wind-swept hillside. It eliminates, as well, the associated maintenance burden and wildfire liability that power lines in mountainous areas represent.

But it also will serve as a replicable model that can be used in hundreds of other locations to reduce first risk and make for a more resilient power supply, project partners said.

It is part of PG&E’s overall system hardening efforts, developed in the wake of catastrophic wildfires caused by faulty power equipment during extreme winds. Other measures include burying power lines and strengthening power poles and overhead lines.

Utilities, solar industry square off as California reopens record in net energy metering process

California utilities and solar advocates presented widely different views on the approach the state should take to change its net energy metering framework in comments filed with the California Public Utilities Commission on Friday.

The parties’ comments came in response to a May ruling from a CPUC administrative law judge, which asked them to weigh in on multiple issues, including how to transition from one net energy metering tariff to the other and how to collect public purpose charges under the new framework.

The ruling essentially reopened the record in the commission’s net energy metering proceeding, so that regulators can accept new information to evaluate the best course of action, according to Seth Hilton, partner at Stoel Rives. After this, “we’re likely to see a revised proposed decision come out which will respond to the proposed changes in the comments in some fashion — either adopt those changes, or [it] won’t,” he said.

Sonoma Clean Power executes power purchase agreement with Luminia for 11.6 MW solar plus 8 MW energy storage project

Project to reliably alleviate grid constraints and deliver clean, renewable energy to residents

SAN DIEGO & SANTA ROSA: Luminia and Sonoma Clean Power (SCP) announced today the signing of a Power Purchase Agreement (PPA) for the development of an 11.6 MW AC solar plus 32 MWh battery storage project in Sonoma, California. Construction of the 75-acre project is expected in the second half of 2023 in southern Sonoma County, tying into a nearby electrical substation.

“Deploying reliable solar and storage projects with community choice aggregators like Sonoma Clean Power reinforces renewable energy as the new standard in our daily energy lives,” said Dale A. Vander Woude, chief investment officer of Luminia. “We formed an excellent team with Kenwood Investments to provide Sonoma Clean Power with a solution for its resource adequacy demand, which is what brought this important project to fruition in Sonoma County.”

In addition to the PPA, Luminia and Kenwood Investments, LLC, are managing the late-stage development of the project. Once completed, SCP will dispatch the 100 percent renewable, locally generated electricity to its EverGreen premium service customers throughout Sonoma and Mendocino counties. The 11.6 MW AC solar PV system also includes 32 MWh of lithium-ion battery storage that can distribute stored solar power across the grid during peak evening hours.

We’re finally catching a break in the climate fight

Last Wednesday, a team at Oxford University released a fascinating paper that I haven’t seen covered anywhere. Stirringly titled “Empirically grounded technology forecasts and the energy transition,” it makes the following argument: “compared to continuing with a fossil-fuel-based system, a rapid green energy transition will likely result in overall net savings of many trillions of dollars–even without accounting for climate damages or co-benefits of climate policy.”

So far in the global warming era, we’ve caught precious few breaks. Certainly not from physics: the temperature has increased at the alarming pace that scientists predicted thirty years ago, and the effects of that warming have increased even faster than expected. (“Faster Than Expected” is probably the right title for a history of climate change so far; if you’re a connoisseur of disaster, there is already a blog by that name). The Arctic is melting decades ahead of schedule, and the sea rising on an accelerated schedule, and the forest fires of the science fiction future are burning this autumn. And we haven’t caught any breaks from our politics either: it’s moved with the lumbering defensiveness one would expect from a system ruled by inertia and vested interest. And so it is easy, and completely plausible, to despair: we are on the bleeding edge of existential destruction.

But one trend is, finally, breaking in the right direction, and perhaps decisively. The price of renewable energy is now falling nearly as fast as heat and rainfall records, and in the process perhaps offering us one possible way out. The public debate hasn’t caught up to the new reality—Bill Gates, in his recent bestseller on energy and climate, laments the “green premium” that must be paid for clean energy. But he (and virtually every other mainstream energy observer) is already wrong—and they’re all about to be spectacularly wrong, if the latest evidence turns out to be right.

Sutter Health solar project at Santa Rosa hospital can power over 200 homes a year

Sutter Santa Rosa Regional Hospital on Monday will formally “flip the switch” on its new carport solar panels that have been installed over its main parking lot and on the rooftop of Shea House, which houses families of hospitalized children.

The 4,627 solar modules covering approximately 565 parking spaces will support 40% of the main hospital’s electricity, according to Shaun Ralston, regional manager at Sutter Health.

The new carport solar panels are expected to generate 2.4 million kilowatt-hours of clean energy annually, which would be equivalent to powering 206 homes in one year, according to Sutter.

Shea House, which was rebuilt after being destroyed in the October 2017 wildfires, had 10 solar panels installed on its rooftop, supporting 89% of needed electricity on the site, Ralston said.

“Sutter started looking at these solar projects in (early) 2017,” Ralston said. “We were planning this before the fires … but now we really don’t want to be dependent on the grid.”

Sutter Santa Rosa Regional Hospital already generates 45% of its electric power with fuel-cell technology. By adding the solar panels, the hospital is now generating 85% of its power on-site, purchasing the rest from PG&E, Ralston said.

California first state to mandate solar power for new homes

California became the first state in the nation to require homes built in 2020 and later be solar powered, following a vote by the Building Standards Commission.

The unanimous action on Wednesday finalizes a previous vote by the Energy Commission and fulfills a decade-old goal to make the state reliant on cleaner energy.

“These provisions really are historic and will be a beacon of light for the rest of the country,” said Kent Sasaki, a structural engineer and one of six building standards commissioners. “(It’s) the beginning of substantial improvement in how we produce energy and reduce the consumption of fossil fuels.”

While nobody spoke Wednesday in opposition, the commission received about 300 letters opposing the mandate because of the added cost, the Orange County Register reported.

Energy officials estimated the provisions will add $10,000 to the cost of building a single-family home — about $8,400 from adding solar and about $1,500 for making homes more energy-efficient. But those costs would be offset by lower utility bills over the 30-year lifespan of the solar panels, officials said.
