New momentum in decades-long quest to upgrade Lake Mendocino’s Coyote Valley Dam

With $500,000 secured by Rep. Huffman, officials have launched a study that could result in raising the level of the 67-year-old earthen dam impounding Lake Mendocino.

Striding along the southern edge of Lake Mendocino last week, Rep. Jared Huffman spotted a bald eagle soaring 150 feet above, a fish in its talons.

An avid angler himself, Huffman then pointed to a nearby stand of partly submerged trees — prime bass habitat, he noted.

If he had a rod, said Huffman, the ranking member of the House Committee on Natural Resources, “I would be casting right into that.”

But the congressman, along with a group of local officials, tribal leaders, and members of the U.S. Army Corps of Engineers, had work to do.

The group had gathered last Friday to sign an agreement geared to deliver significant future upgrades to the 67-year-old Coyote Valley Dam, which impounds Lake Mendocino, a reservoir providing flood control for nearby Ukiah, and other communities.

Salmon and the subsurface

You’ve probably noticed that some streams flow year-round while others are seasonally dry, despite receiving similar amounts of rainfall. Through a recent NSF-funded effort (“Eel River Critical Zone Observatory”), we learned several things about how landscapes filter climate to produce such diverse flow behavior–and the implications for how salmon live their lives.

Our 25-year field study revealed that belts of California’s Eel River watershed underlain by different geologies have different Critical Zones (CZs) – Earth’s permeable surface layers from the top of the vegetation canopy down to fresh bedrock, where water can be stored and exchanged.

Sonoma, Mendocino county water managers propose pathway for continued Eel River diversions

Water managers in Sonoma and Mendocino counties seek to preserve water transfer infrastructure as part of PG&E license surrender for Potter Valley power plant.

Water managers in Sonoma and Mendocino counties have submitted a conceptual proposal to PG&E to buy and maintain portions of the utility’s defunct Potter Valley power plant to enable future water transfers.

The move would be a critical step toward preserving seasonal diversions of Eel River water to supplement supplies in Lake Mendocino and the Russian River.

Working with the Mendocino County Inland Water and Power Commission and the Round Valley Indian Tribes, the Sonoma County Water Agency is seeking to preserve elements of the power plant through which water is channeled from the Eel River to the East Fork Russian River. No electricity would be generated as a part of the plan.

Pacific Gas & Electric has planned to surrender its license for the 1908 plant with the intent of decommissioning it. Without a proposal to save it, the diversion infrastructure would eventually be removed, leaving upper Russian River communities and agriculture users without sufficient water.

Beavers can help California’s environment, but state policy doesn’t help them

One month into 2020’s shelter in place order, Virginia Holsworth and her family decided to change things up by walking in the opposite direction of their usual daily stroll through suburban Fairfield. That’s when she first encountered the amassment of sticks blocking the path’s adjacent creek, Laurel Creek.

She suspected the sticks meant the work of a beaver. Curious, she inspected the area, finding webbed footprints along the creek bank and chew marks on surrounding wood. Still, it wasn’t until she caught a glimpse of a brown slicked-fur-covered head that she was certain — she’d stumbled upon a beaver dam. A few days later, she saw the beaver family of four that gave rise to a lush green haven in her neighborhood.

For the next few months she watched cormorants and blue herons among the cattails and tules. Supposedly the creek even contained so many rainbow trout, a member of the community — illegally — caught 40 of them. The way the beavers and their dam had changed the landscape and reinvigorated the habitat enthralled Holsworth, and she became devoted to preserving them in her community.

Holsworth soon connected with Heidi Perryman, the Bay Area’s most ardent beaver activist and founder of the Martinez-based nonprofit Worth a Dam. Perryman warned Holsworth that the ecological wonder she’d found might be in jeopardy. The city of Fairfield had a permit to remove dams and had already, in 2015, obtained a permit to kill beaver.

Just a few months later, in fall 2020, the city public works department removed the beaver dam, citing the potential for flooding in the rainy season. Holsworth watched as the cattails wilted and birds quickly devoured the newly exposed crawfish.

Memo shows involvement of Utah agency and 2 tribes in North Coast coal export proposal

A Utah state official and the leaders of two federally recognized tribal nations in March discussed shipping Rocky Mountain coal by rail along the Northern California coast and exporting it out of Humboldt Bay, according to a newly revealed document that sheds additional light on parties involved in the controversial proposal.

The internal memo from a Utah port agency, first published last week by the Salt Lake Tribune, indicates coal industry players in Montana and Utah were at least initially involved in the proposal.

Amid widespread public outrage over the prospect of coal trains chugging through Northern California cities and towns and alongside rivers that are key water sources for the region, both the Utah agency and the Humboldt Bay-based Wiyot Tribe have since distanced themselves from the proposal.

And local opposition to the project appears increasingly difficult for coal advocates to surmount. This week, officials with the Humboldt Bay Harbor District, which regulates port facilities in the bay, said that body’s elected board was likely to pass its own resolution opposing coal shipments.

Bay Area high school rescues 4,000 endangered salmon from the drought – they’ll grow up on campus

During fifth period at Petaluma’s Casa Grande High School last week, students scooped tiny, wriggling fish out of a tank.

They weren’t dealing with classroom pets. Instead, the 17-year-olds were taking care of some the state’s last remaining coho salmon at a fish hatchery right on the school’s campus. Last month, wildlife officials moved around 4,000 endangered coho to the school’s cool, indoor tanks after conditions at a hatchery in nearby Lake Sonoma became unhealthy because of the drought. The high school will receive an additional 650 endangered coho trucked in from Santa Cruz in the coming weeks.

Casa Grande students usually raise steelhead trout native to the local watershed, donated by other hatcheries as a learning experience. But this unprecedented drought year is the first time the school has ever rescued a federally endangered species with nowhere else to go.

“We have this opportunity to save coho salmon, to see that we can do it, if people put their minds to it,” said Cathryn Carlson, 17, president of a nonprofit called United Anglers of Casa Grande, which runs the hatchery. Carlson, who goes by Kate, had just put on boots and waders before hopping into one tank’s chest-deep water to scrub its windows.

In some ways, the timing couldn’t be better for students starved for in-person instruction after being away from the classroom for almost 17 months.

California Trout is a non-profit dedicated to protecting and restoring the state’s 32 species of salmonid fish. Dr. Katz directs the organization’s Central California region where his work focuses on redesigning California’s antiquated water infrastructure to help restore habitat for declining salmonid populations.

Once, before the waters of the great Sacramento and San Joaquin rivers were dammed, impounded, pumped, and channeled into hundreds of miles of concrete canals in the state and federal water projects, millions of Chinook salmon swam upstream in spring and fall runs from the Pacific Ocean through the San Francisco Bay Delta to natal streams where they could spawn.

There, juvenile fish could hide from predators and feed off the rich supply of invertebrates found in the marshes and floodplains. Fattened and strengthened for the rigors of life in the ocean, they migrated back down the rivers and out to the Pacific for a period before returning to complete the cycle of life.

But today salmon teeter on the brink of extinction with their populations plummeting to a few thousand, their habitat severely reduced and degraded. Demands on water in the state are sky high, and water wars are protracted and unproductive.

Is the extinction of these iconic California natives inevitable? Or, could there be a possible solution in the notion of sharing water and habitat rather than fighting? Would flooded rice fields prove as rich a nursery as the marshes and floodplains of old? Would ranchers, farmers, and water districts be amenable to engineering a cooperative solution? California Trout and Dr. Katz seem to have found a way.

Here along the North Coast, the salmon and steelhead runs are also threatened and endangered. While our terrain and ecosystems differ from the Central Valley, the root problems are the same: extraction and degradation of water and natural resources are destroying the fish.

In the Gualala River watershed, there is the prospect of beginning salmonid restoration through the Redwood Coast Land Conservancy’s acquisition and management of the Mill Bend property in the estuary. State and federal regulators are interested. Intelligent stewardship means that much more will need to be done along the main stem of the river and upper portions of the watershed where the needs of fish will have to be integrated with working lands to reconnect and restore habitat.

Dr. Katz’s presentation is part of FoGR’s outreach program to educate the community about the extraordinary natural resources found within the Gualala River watershed and to increase awareness and commitment to its stewardship.
