SMART board approves Jennings crossing

A long-sought rail crossing for pedestrians and cyclists in north Santa Rosa appears to finally have a clear path forward after leaders of the North Bay’s commuter rail agency endorsed the project Wednesday.

Board members overseeing Sonoma-Marin Area Rail Transit acknowledged protracted delays advancing the Jennings Avenue crossing, which has been snarled for a decade in a legal and political impasse pitting the rail line and its top officials against Santa Rosa and its representatives.

The inaction led to significant community frustration, much of it aimed at SMART.

SMART General Manager Eddy Cumins addressed that tension in comments ahead of the 8-2 decision, where Sonoma County Supervisor David Rabbitt made up one of two votes against the agreement.

“I want to be clear, from staff’s perspective it was never our intent to be a barrier,” Cumins said.

State rail regulators to decide fate of Santa Rosa’s Jennings Avenue SMART crossing

State rail regulators in San Francisco are set to vote Thursday morning on Santa Rosa’s request to restore a ground-level pedestrian and bicycle pathway over the railroad tracks at Jennings Avenue.

The city has sought the return of the historic east-west crossing in northwestern Santa Rosa since receiving the California Public Utilities Commission’s approval to build it in September 2016. It is seeking a two-year extension to work out a deal for it with Sonoma-Marin Area Rail Transit, which now owns the rail right of way. A legal arbitrator for the state agency last month recommended granting the request to construct the footpath through September 2021, stating that the city’s plan for added enhancements met public safety requirements.

SMART, the North Bay’s commuter rail agency, opposes a ground-level crossing at Jennings Avenue, citing ongoing safety concerns.

In 2015, two years before the launch of service, SMART fenced off the pathway, which dates to at least the early 20th century.

SMART previously supported the city’s plan to build an overcrossing at the location, submitting a letter of support as part of a regional transportation grant application for $8 million toward the $9 million project. Santa Rosa ultimately reverted back to a ground-level crossing, noting the access challenges for disabled people and the overcrossing’s general incompatibility with the neighborhood. It returned the grant funding.

SMART submitted [a] letter in support of the city’s updated plans before reversing course once passenger service started. SMART did not return a request for comment Monday about the Public Utilities Commission’s upcoming vote on the crossing. If approved Thursday, the two-year extension would place the ball back in the court of SMART and the largest city along its rail line, leaving the two entities to come to an agreement over the long-disputed issue.

Santa Rosa SMART Jennings Avenue Railway Crossing

On February 1 at a public hearing in Santa Rosa, a standing room only crowd of about 100 neighbors, advocates, and elected officials came together to speak out in favor of a safe at-grade crossing over the SMART tracks at Jennings Avenue for walkers and bicyclists. No one spoke against the City of Santa Rosa’s application to build the at-grade crossing.
The hearing held at Helen Lehman School was convened by an administrative law judge for the California Public Utilities Commission (CPUC), which claims that a super-sized bridge over the railway is the only solution. A final decision won’t be made until later this year, perhaps too late to build the crossing before the SMART commuter service starts running in December.
The CPUC recently blocked off the historic railroad crossing at Jennings, forcing people to walk or bike an extra half mile each way along busy thoroughfares such as Guerneville Road, where “you can reach out and touch cars going by” according to Janet Barocco, a 16-year resident of Jennings Avenue.
Before it was blocked off, as many as 91 people and 25 bicyclists a day typically crossed the tracks here, according to the City of Santa Rosa. Now they must walk another 15 to 30 minutes or get into cars. The CPUC claims that some 170 elementary students who go to school nearby might cross the tracks at Jennings if the at-grade crossing is permitted.
